In a Vienna hotel review on Trip Advisor, I read a warning not to take one of the taxis standing in row before the Südbahnhof (because too expensive), but to command in advance a taxi.
Who knows where I can order a taxi by phone or mail from Belgium?

I do not know what you read but all regular taxis will charge by a metered rate ( fixed rate) If they do not have a meter - do not take this so-called taxi.

I believe that they would arrange to pick you up at the Sudbahnhof and are a reliable service.
Note that the Sudbahnhof is also convenient to city public transport that is convenient( unles you have considerable luggage)
