I would say both Kitzbuehel or Zell are good choices, you won´t go wrong with either of these. Kitzbuehel is bigger (a little town in the mountains, small historical town centre, some shopping opportunities). Zell is particularly nice because of its lake. Lots of walks/hikes in both places, easy - e.g. around Zeller See; or in Kitzbuehel around the nearby tiny Schwarzsee - or up on the mountains. The lakes will be too cold for swimming in May/June.
Not too much sightseeing in both places; however there are direct train connections From both Kitzbuehel and Zell to the city of Salzburg. Also Badgastein would be an interesting day trip (accessible by train as well).
The most unpredictable factor remains the weather though. You might be very lucky with warm and sunny early summer weather, or cool and rainy spring weather.

Amikcus sums up the pros and cons of each place very nicely. If you are not solely dependent on trains, one place that is kind of off the %26quot;tourist radar%26quot; is Ellmau, between St. Johann and Woergl. It is still close enough for day trips to Kitzbuehl, etc, but also opens up visiting places on day trips along the Inn river valley, like Woergl, Wildschoenau, Ziller Tal to the west,or Reit im Winkel to the northeast. In Ellmau, you can take the funicular up the mountain to nice, easy walking trails, or across the valley you can hike up the Wilde Kaiser. These are more challenging hikes.
